I’ve heard this on Canadian shows too. They were comedy so it was meant to be a joke but they would say dub-dub-dubya.
There’s also a Canadian food chain called A&W that some people refer to as A&“dub”. The same chain hosts these classic car events for charity called “cruisin’ the dub”.
It’s definitely around where I’m from.
It’s reasonably common in NZ to say dub-dub-dub for www. but I refuse to; USA butchers the English language enough with it’s spelling, without me contributing to it’s entropy.

We have that chain here in the U.S. also, though they are more famous for their root beer.
