I would recommend Ubuntu because of the wider range of software. However, ppa, flatpak. snap and Appimage is always there. Ubuntu and Pop both have good drivers and support for hardware. PopOS also supports Nvidia and if you have that, I would recommend Pop. Otherwise, Ubuntu is more popular therefore you get better support from the community. Both distros allow you to change DE and can be customized. So to conclude, I would choose Ubuntu due to the simplicity and the range of supported software and hardware. Personally, I use Debian 10 with xfce and I have used Ubuntu before.
